The top number (the largest one) is the total amount of money you've earned since you last burned down the building.
The progress bar resets every time you level up - the green number displays how much money your floors need to produce to reach the next level. As your floors make money, the progress bar fills up. Since this resets every time you level up, it is often smaller than your overall total.
The amount of money you have in the bank (the top number) has no influence on your progress bar or goal.
To prove this, you can spend as many pennies as you like and you'll still see your progress bar going up - because it's measuring how much your floors have made since your last level up, not pulling from your overall banked total.
